What it means: This Article changes the name “Special Permit” to “Wetlands Permit”. This permit has always been required for work in a Wetlands area, but the name is not as clear as it could be. The Article also clarifies some definitions, adds a definition of “vernal pools”, details the requirements for tree removal and replaces the word “impermeable” with the word “impervious” for consistency.
Those in favor say: We have for some time needed a better delineation of the wetlands, and Article 3 provides that.
Those against say: No one spoke against this Article at Deliberative Session.
